Commission Assessment of Scenarios. Western
governors came to consensus on options for managing air
pollution emissions that impair visibility in national parks
and wilderness areas. Middleton and associates managed,
conducted, and communicated the results of the assessment

China
State Environmental Protection Agency and U.S. Environmental
Protection Agency.
Scientists from the US and China worked together
to establish the feasibility of using market mechanisms
to achieve SO2 emissions reductions in China (1999-2002).
As part of this effort, Middleton and Meng Fan completed
an assessment of “Using Science to Set Environmental
Goals and Understand Environmental Implications in China.”
